Setara Institute officially released the 2025 Tolerant City Index (IKT) report. As a result, Salatiga City in Central Java successfully topped the list as the most tolerant city in Indonesia with the highest score of 6.492.

The launch ceremony for this prestigious index was held at Mangkuluhur ARTOTEL Suites Jakarta on Wednesday (April 22, 2026). Following in second place, Singkawang City, West Kalimantan, closely trailed with a score of 6.391.

This in-depth study involved 94 cities across Indonesia as assessment objects. Setara Institute used a comprehensive measurement instrument, covering 4 main variables and 8 indicators. These four variables include city government regulations, social regulations, government actions, and religious demographics.

Here is the list of the top 10 cities with the highest tolerance levels in Indonesia based on Setara Institute’s research:

1. Salatiga City (score 6.492)

2. Singkawang City (score 6.391)

3. Semarang City (score 6.160)

4. Pematangsiantar City (score 6.084)

5. Bekasi City (score 6.037)

6. Sukabumi City (score 5.973)

7. Magelang City (score 5.805)

8. Kediri City (score 5.792)

9. Tegal City (score 5.733)

10. Ambon City (score 5.657)

The Chairman of the Setara Institute Board, Ismail Hasani, emphasized that the 2025 Tolerant City Index reflects the institution’s consistency in sustainably monitoring tolerance issues. This measurement records the progress or regression of collaborative efforts between local governments and communities.

Ismail also stressed that this achievement is the result of collective hard work, not merely the success of individual officials.

“So (the tolerant city index) is not solely the achievement of the Mayor or Kesbangpol or FKUB, but is a shared achievement,” said Ismail.
