The “Several Measures for Promoting High-Quality Industrial Development through Scientific and Technological Innovation in Pudong New Area” are hereby issued for your thorough implementation.

To fully implement the “Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Pudong New Area in High-Level Reform and Opening-Up to Build a Leading Area for Socialist Modernization,” further deepen the construction of the core area of the international economic center and the international science and technology innovation center, continuously strengthen the function of scientific and technological innovation as a source and the leading role of high-end industries, cultivate and develop new productive forces, accelerate the promotion of new industrialization, build world-leading pioneer industries, enhance strategic emerging industries, and lay out future frontier industries, these measures are hereby formulated.

Article 1 The district government shall coordinate the establishment of a special fund for scientific and technological innovation, a special fund for high-quality industrial development, and a special fund for small and medium-sized enterprise development to support enterprises and units whose project functions and main benefits occur within the Pudong New Area and meet the conditions stipulated in these measures.

Article 2 Strengthen the function of scientific and technological innovation as a source. Establish the Pudong New Area Natural Science Fund, encourage the open sharing of national large-scale scientific facilities, support major scientific and technological functional projects, promote the “open competition mechanism” for technological breakthroughs, and promote the development of enterprise research and development institutions.

Article 3 Promote the transformation of scientific and technological achievements. Support the construction of open innovation centers for large enterprises, encourage the high-quality development of scientific and innovation carriers, promote the construction of achievement transformation platforms, strengthen technology contract transactions, and encourage the protection and application of intellectual property rights.

Article 4 Create a high-quality innovation ecosystem. Promote the application of scientific and technological innovation vouchers by enterprises; support the development of high-tech enterprises; support key scientific and technological competitions; encourage major scientific and technological exchange activities; implement the national and Shanghai municipal collaborative innovation strategic tasks; and support the development of collaborative innovation enterprises.

Article 5 Accelerate the construction of industrial clusters. Support the establishment of enterprises at the core chain of industries and industrial functional platforms; encourage enterprises to increase investment; promote the intelligent, green, and integrated development of industries; improve the performance of existing industrial park spaces; encourage industrial level upgrades; and cultivate world-class enterprises.

Article 6 Promote the tackling of core technologies. Support the deployment of innovation chains around industrial chains, focus on key industrial fields, and concentrate on overcoming key core technologies; accelerate the upgrade from point breakthroughs to chain innovation; improve the basic industrial capabilities and industrial chain resilience; and support the development of future industries.

Article 7 Encourage innovative demonstration applications. Support the demonstration application and iterative upgrading of innovative products; encourage the application and sales of core equipment and innovative products; support breakthroughs in core components and equipment with independent intellectual property rights; support enterprises in expanding overseas markets; and gather high-quality international resource elements.

Article 8 Promote the development of small and medium-sized enterprises. Support the development of specialized and new enterprises and high-growth enterprises; carry out a benchmarking and improvement plan for specialized and new enterprises; support the high growth of small and medium-sized enterprises and enhance the innovation capabilities of small and micro enterprises; and support policy-based financing guarantees and digital transformation for small and medium-sized enterprises.

Article 9 Increase supporting and special support. For projects that have received funding support from Shanghai municipal-level special funds, provide certain matching support as required. For major projects that implement national, Shanghai municipal, or Pudong New Area major strategic tasks, or are explicitly supported by the district government, provide support according to special plans.

Article 10 The relevant departments, including the District Science and Economy Commission and the District Finance Bureau, shall separately formulate the management methods for the special funds related to these measures.

State Council

The State Council is the chief administrative authority of the People’s Republic of China, serving as the country’s highest executive organ of state power. Established in 1949, it oversees the implementation of laws and policies, manages daily government operations, and is led by the Premier. Its structure and functions are defined by the Chinese Constitution, reflecting the central government’s role in national governance.

Pudong New Area Natural Science Fund

The Pudong New Area Natural Science Fund is a research funding initiative established to support scientific innovation and development in Shanghai’s Pudong district. It focuses on advancing natural sciences and technology, contributing to the area’s transformation from farmland into a global financial and technological hub since the 1990s. The fund plays a key role in fostering local research talent and driving economic growth through science and technology.
