The Office of the Ombudsman has assured that cases will soon be filed against those referred to as the “master plunderers” of the anomalous flood control project of the Department of Public Works and Highways (DPWH).

In a press briefing, it was stated that among those to be charged is a former Senate President. However, the official declined to name names.

It was added that other members of the Senate and the House of Representatives will also be included in the plunder charges.

The Ombudsman already holds the Statements of Assets, Liabilities and Net Worth (SALN) of 26 congressmen who also act as contractors. The Ombudsman has also requested the SALN of all members of the House.

Last Saturday, it was announced that the Ombudsman has several revelations in the next three days, including a scheduled appearance before the House Committee on Justice on Wednesday.

It was previously stated that the Ombudsman is investigating former Senate President Francis “Chiz” Escudero and Leyte Representative Martin Romualdez in connection with the flood control scandal.

Escudero was removed from office on September 8, 2025, after being implicated in the flood control scandal and budget insertion.

Romualdez resigned on September 17, 2025, after his name also became involved in the anomalous flood control project.
