At least 42 areas were flooded due to rains caused by Typhoon Bising and the southwest monsoon Habagat, according to the Office of Civil Defense (OCD).
The northern part of Luzon was the most affected by the heavy rainfall.
«Regions 1, 3, CAR, Region 2, and of course NCR were impacted. Overall, northern Luzon is the most dangerous area,» said an OCD official.
Of the 42 affected areas, 35 remain submerged, while floodwaters have receded in seven others. The country remains under a «blue alert» status.
The effects of the severe weather were evident in many areas. For example, a landslide occurred on part of a stone canopy under construction on Kennon Road near Baguio Medical Center in Baguio City.
A large tree also fell on Kennon Road, disrupting traffic and cutting off power in a nearby barangay.
Meanwhile, residents of Laoag, Ilocos Norte, were surprised by the appearance of a tornado. The state weather bureau PAGASA stated the tornado was caused by a thunderstorm due to Habagat.
Heavy rain also caused knee-deep flooding in some areas of the Baseco compound in Manila.
According to barangay officials, 44 hectares of newly planted rice in Mlang, Cotabato, were damaged by the rains.
The National Disaster Risk Reduction and Management Council (NDRRMC) reported one fatality in Metro Manila due to Bising and Habagat, with details still being verified.
NDRRMC data shows 32,606 families or 103,274 individuals were affected by the typhoon and southwest monsoon.
