Russian National Extradited to Indonesia

The Ministry of Law of the Republic of Indonesia has extradited a Russian citizen named Alexander Vladimirovich Zverev (AZV) to his home country, following a direct request from the government of the Russian Federation.

The extradition of AZV marks the first such approval by the Indonesian government, even as the extradition treaty between Indonesia and Russia is still being ratified.

“In 2022, there was a request from the Russian authorities. Naturally, we went through the process, which required time and diplomatic communication,” said the Director General of General Legal Administration at the Indonesian Ministry of Law at the Soekarno-Hatta Immigration Office on Thursday, July 10, 2025.

It was explained that the extradition of AZV was carried out based on the request of the Russian Federation government. AZV was confirmed to be involved in legal issues in Russia, leading to a Red Notice being issued since 2022.

Subsequently, the Russian government detected AZV’s presence in Indonesia and requested assistance from the Indonesian government to arrest and repatriate him via I Gusti Ngurah Rai Airport in Bali.

“The criminal acts were committed in Russia, not within Indonesian jurisdiction. He violated the law, and Russia discovered his presence here, then requested Indonesia to return him,” the official clarified.

During his stay in Indonesia from 2022 to 2025, AZV was secured and detained at Cipinang Prison in East Jakarta. The handover of AZV and other evidence took place at Cipinang Prison.

“The foreign national will be transported to his country via Denpasar, Bali, with a direct flight. There is no tight escort—he will board a commercial flight tonight from Jakarta to Denpasar and then directly to Moscow, as there are no direct flights from Jakarta to Moscow,” the official stated.

During the signing of the minutes of surrender at the Soekarno-Hatta Airport Immigration Office, AZV was not presented to the public.

This was in accordance with the request of the Russian Federation government.

“This is a government-to-government matter between Indonesia and the Russian Federation. It’s merely a technical factor to expedite their request so it can be processed in accordance with Russian law,” the official added.

For reference, AZV was not involved in any criminal activities in Indonesia but rather in Russia. Alexander was arrested by the Metro Jaya Police in 2022 after the Russian Federation issued a Red Notice.

The Russian Federation’s request for his extradition was granted by President Prabowo Subianto through Presidential Decree No. 12 of 2025.

Soekarno-Hatta Immigration Office

It handles immigration processes for arriving and departing passengers, including visas, passports, and border control. Established alongside the airport’s opening in 1985, it plays a key role in managing international travel to and from Jakarta.
