Despite increasing calls for transparency through public hearings, the Independent Commission for Infrastructure (ICI) executive director stated on Monday that the fact-finding body’s hearings will remain private.

“The commission’s policy on this matter remains unchanged,” the director said in a message to reporters when asked for an update on the ICI’s decision regarding whether proceedings would be opened to the public.

The director previously stated that hearings would remain private to avoid “trial by publicity” and any political influence.

He said the commission was aware of requests for live-streaming and that they would discuss the matter to reach a compromise.

Created by an executive order in September, the ICI is currently investigating flood control projects and infrastructure projects from the past decade for anomalies and irregularities to identify who should be held accountable for corruption.

This follows the President’s criticism of corrupt government officials and contractors who stole from public funds intended for flood control projects.

Since then, contractors Curlee and Sarah Discaya have appeared before the ICI and reportedly provided information to the commission, according to a report.

A dismissed Department of Public Works and Highways (DPWH) Bulacan first district engineer and former assistant engineers have also testified before the ICI.

According to the director, a Senator and former DPWH Secretary and the Discaya couple are expected to appear before the ICI tomorrow, October 7.

Earlier, the ICI recommended the possible filing of graft, malversation, and falsification charges against a former representative and other Department of Public Works and Highways officials before the Ombudsman.

The recommended charges are connected to their alleged involvement in the P289.5 million road dike project along the Mag-Asawang Tubig River in Naujan, Oriental Mindoro.
